The builder estimates $1400 for the following as a means of entry and exit from the detached garage's side door:  A landing outside the door, decking from driveway to landing, stairs from lawn to landing, stairs ascending from landing to existing back deck.  The landing is about 3' above grade - level with the driveway, hence the deck, not stairs in that spot.

It is pretty darn complex and will use a lot of wood.  I've got some sweet power tools, a solid understanding of geometry, plenty of free weekends after football season, and a strong penchant for getting in over my head.  Should I try this myself?  Are there any amateur carpenters out there?

I built an entire deck and stairs on my old house and it came out great.  YOU are an engineer.  I sell spark plugs. 

You can also buy pre-cut deck stairs and then just add the boards....

Do it yourself.  I can help you with anything you can't do or don't know how to do.  Steve is correct about the pre-cup risers or I'll loan you a framing square to do your own.  I'll also loan you my pneumatic nail gun and pancake compressor if you would like.  I probably also have enough galvanized nails to do the job too. 

I used to build decks on all the houses we built.

Thanks guys...I just let the contractor know that I'll only be needing the bare minimum of stairs to pass code.  Now I can sink that extra $1400 into a more sound investment like the Lotus.
